Kwasi Fraser is a visionary leader and seasoned public sector executive with over 25 years of experience driving transformational change in digital infrastructure, energy management, and environmental sustainability. Serving an unprecedented four terms as Mayor of Purcellville, Virginia, Kwasi demonstrated unwavering commitment to community development, pioneering Virginia’s largest municipal carbon sequestration and nutrient credit bank—a project that generated substantial financial revenue and long-lasting environmental benefits for the region. His tenure as mayor also saw him initiate innovative policies and infrastructure improvements that strengthened Purcellville’s economic and environmental resilience.

Currently, as President and CEO of the Guyana Infrastructure Consortium, Kwasi leads international system integration projects to maximize economic impact across Guyana and the Caribbean. His expertise in clean energy and sustainable development earned him an appointment by Governor Youngkin to the Virginia Clean Energy Advisory Board, further underscoring his dedication to advancing sustainable public policies. Known for securing multimillion-dollar contracts and managing portfolios exceeding $500 million, Kwasi brings a wealth of experience in strategic partnerships, stakeholder engagement, and public-private collaboration. He recently advised Grace Complex and the Virginia Department of Energy to secure an $85.4M U.S. Department of Energy grant, advancing energy resilience and innovation across the state.

In addition to his public sector leadership, Kwasi’s work in telecommunications with companies like Verizon and AT&T highlights his technical proficiency in data network infrastructure and program management. He holds an MBA, a Lean Six Sigma Black Belt, and a BS in Engineering from Stony Brook University. A member of the Project Management Institute, Kwasi also serves in advisory roles with the U.S. Environmental Protection Agency and the National League of Cities, further cementing his role as a trusted leader and advocate for sustainable development.
