OVH is launching a sovereign cloud platform alongside the IT unit of Luxembourg’s state-owned post office.
The cloud provider and Deep by Post Group have formed a strategic partnership to implement a sovereign cloud in Luxembourg.
Built by OVHcloud and based on its On-Prem Cloud Platform hardware and software, the cloud will operate separately from OVH’s platform, hosted and operated autonomously by Deep in its own data centers in Luxembourg.
Plans to develop a sovereign cloud offering were first announced in November 2024. The companies said Deep will offer its customers a cloud offering that meets the highest data protection and security criteria, specially adapted to the Luxembourg market.
The first OVHcloud equipment has already been installed as a demonstration in a Deep data center, with a commercial launch scheduled before the end of 2025.

Founded in 1842, state-owned Post (formerly P&T Luxembourg) offers postal and telecom services across Luxembourg, including fixed and wireless connectivity via Post Telecom (formerly LuxGSM).
Deep was formed last year via the merging of Post’s IT subsidiaries EBRC, Elgon, Digora Luxembourg, and the B2B activities of Post Telecom. It offers cloud, colocation, cyber, connectivity and communications, and other IT services.
According to Uptime’s certification list, what was EBRC has three Tier IV-certified facilities around Luxembourg, each offering 5,000 sqm: Reliance Centre West (Windhof) , Reliance Centre South (Kayl), and European Reliance Centre East (Betzdorf).
OVH operates more than 30 data centers in operation and under construction across Europe, North America, and APAC. These are a mix of self-built and leased locations.
It does not currently operate any core facilities in Luxembourg, it does operation one Local Zone Edge location.
The French company launched the On-Prem Cloud Platform (OPCP) last year. The on-premise rack offering to bring OVH's cloud platform into customer data centers. The service is reportedly available up to 50 racks, according to the company's website, each offering up to 47U.
Concerns surrounding housing workloads in clouds and data centers have seen many providers look to offer ‘sovereign’ platforms that guarantee data will remain within the desired territory and unreachable by governments of foreign nations.
All the major US cloud providers have launched sovereign European clouds with partners, while local players seek to compete on the basis they are not owned by US entities.
Microsoft is set to launch a cloud offering in Luxembourg in partnership with Deep and Post.
